She’s talking about going back to Skyfall, isn’t she. Not illegal but extremely risky.

      Not…exactly…

Maybe Skyfall related companies which were based over this side of the sea?
Parent company is gone and the facilities may be shut down in legal limbo. It would be found out when the resolution process kicked in but given everything that has happened that could be a while.

The printer is the hardest part, but it’s not just the printer. You need material to feed into the printer – a lot of material – and you need to get it to your location. Plus, you need to do it all discretely without tipping off the opposition.

Or there’s misdirection. Alert the opposition but direct them at the wrong site. Say someone big into hotels decides to build a new one with, just for sake of argument, an extra-deep basement and they genuinely try to conceal that.

Or build it extra-tall. There’s a relationship between how many floors up you go and how many down you need to dig to ensure stability.

The printer doesn’t need to be acquired as a single object either. It can be assembled from spare parts bought across a continent.
