Sure, they had everything they were going to do planned and scheduled, but not a single one of them gave any thought along the lines of “how are our enemies likely to react if they catch wind of this?”
That’s strictly amateur hour right there. Absolute first rule of chess (after you learn how the pieces move) is you are not the only person moving pieces on the board. Your opponent is moving pieces too – and they can see every move you make, and unless they are amateurs they’re going to be spending time wondering what you’re planning.
Of course, the myopia makes sense — For all that she’s an excellent organizer, Olivia Wells gained those skills running a business. Give her a guest count and a shopping list of the gear they need to be supplied, and she’ll set up the logistics smooth as silk. She can even handle discretion; I’m sure she’s had more than one VIP over who didn’t want their vacation to be ruined by paparazzi. It’s just that actual law enforcement and military intelligence are playing by a very different rule book and on a whole ‘nother level than a tabloid reporter trying to get a few candid snaps of the latest singing sensation.
As for Enana/Callahan… She’s been a goddess for so long it doesn’t really occur to her that she has anything to fear from the insects scurrying around her. The Dweller tried to warn her, but she didn’t want to listen, and she’s been too busy manipulating everyone to consider that some people might notice the patterns and realize what she was up to…

One thing I was trying to impress was the level of sheer contempt that Targeter has for these people. In her eyes, they are beneath contempt. They are fucking IDIOTS. Even someone like Enana, with all of her power….she’s not even in the same league as someone like Targeter.
