I’m trying to remember. Did we ever figure out who built the temple in the first place?

  Enki (http://requiem.spiderforest.com/?characters=iovantucarusenki) was the previous tenant. He put in at least some of the structures and it’s unlikely that we will hear of any prior builders. Ian’s aunt Abigail (http://requiem.spiderforest.com/?characters=abigail-aisling-caladharas) was involved with Enki for some time, and had input on some rooms which resemble Caladharas Keep.
