The problem with such codices is that such agreements are inherently unenforceable and once broken they cannot be recovered easily. This is because most intelligence agencies are the hidden faces of sovereign nations.
The suit Mr Gilman is wearing looks like it would be way too hot for the climate.
I am reminded of how the govt dress code in the Bermuda was altered to allow for shorts as it was just impractical to wear a full suit.
I dunno, a silk suit would not be that bad. Off course a Barong Tagalog would be better 😉
Possible Lovecraft reference appreciated. Hopefully this Gilman will be more cooperative than one of his fictional namesakes.
