I think the Dweller is a formerly-crazy person who suddenly woke up sane and has to work to mitigate and undo all of the damage done while crazy.
I also suspect Gage may unwittingly be behind it. His rewriting of reality may have jarred something within probability that helped the Dweller become sane. And Dumuzi knew it would happen.
