Requiem: Silence

What this decision will do, of course, is make Ian, Targeter and everyone who agrees with them responsible for what comes after. Not responsible for all of it, but a very large chunk. Ian realizes this, and is terrified and pissed off at being in this position.
God, it was hard writing this section. The most difficult part of this was making sure that Ian didn’t sound like a whiny kid. I think I must have rewrote the dialogue for this twenty times.
