As an Accountant I have to admit that the Bean Counters do tend to ruin a lot of promising projects as they don’t meet the required Return On Investment.

People make that mistake too often. Accountants are just the bean counters’ flunkies. The real bean counters are the management that make the decisions, often in ignorance of the real priorities.
