He’s not talking about the downloads, he’s talking about the fact that what’s-his-name, with the lizard men, started a plan to make war on the rest of the continent. They are assuming that none of the Houses would last the War because of the chaos that would ensue.

No. And he wouldn’t care if it did. They’re immune for another reason. (And I can’t say more because it is spoiler territory)
I like the fact that the bad guys are totally underestimating the other houses, and for that matter the rest of the population. It’s typical psychology of a group of people who are ideologically similar to assume that the rest of the world should think and believe, or act in the same manner they would.
You are absolutely correct. If I can quote von Clausewitz: “No battle plan survives first contact with the enemy.”
If – on top of that – he’s depending upon someone else’s plan he’s living in a fools paradise.
